a static ip is what is sometime assigned to your (or anybody's) modem. It means that when you connect to the net, you'll always get that ip.

a Dynamic ip is what most isp's these days use. It means that when you connect to the net, you'll get your ip assigned by a server sitting at you're ISP's office. Usally it means that you're ip will change anywhere from once a week to once a month, sometimes the period is longer. sometimes it doesn't change for a year. This is most likely what you have.

like a few others posted above: http://www.dyndns.org/

that place will let you registar a domain name, then you can do all the hosting you want, and when your ip changes, dyndns will change the dns settings of your domain to reflect those changes.

yeah but i have to pay for "http://www.dyndns.org" and i dont want to pay

I spend more money at the vending machines at work in a week than I do on my domain registration for the entire year... if that helps put things in perspective.

Check out No-IP.com... get a yourweb.myftp.org or something for free if that's what you want. If you want yourname.com, you have to pay... no way around that.

all i wanted was a free webpage with a short url where i can edit the page the way i want
not like yahoo geocities where u can only choose from a selection of backrounds

forget everything i said i have a new problem
i registered at no-ip.org
i have a free domain its just a sample for now
it is arod199113.no-ip.org
i have apache to host the domain(the one big_k posted)
but i dont know how to set up apache
can someone help

Looking at the domain you've set up, it looks like youre having some trouble.

It seems you have set No-IP to perform a redirect to 24.168.100.218 on port 81. Is that your public IP Address? You can find your current IP by visiting http://www.showmyip.com. Have you got Apache running on port 80 (thats the default) or port 81? Does your ISP allow you host servers on port 80?

If you want an easy way out, I can set you up with some webhosting, with PHP, MySQL, Apache, Fedora Linux, and I will help you with your PHP scripts or whatever as well. You would get to your site by going to http://yourname.idhosting.co.uk. I can do this for you at just £2.50 GBP per month, thats about the same cost as a sandwich! If you are interested, just get in touch
