I need a description of what each API does.. i know there is the API Viewer, but that only shows the API's, it doesn't tell you what they do.

Does anyone know of a website that has this?

msdn.com is probably the closest you're gonna get, but don't take it from me, i don't code for windows..

msdn is microsofts developer website, i'm sure you can find anything related to MS development there..

use google search for the function or the API and some website should have information about it :/

An excellent rough and ready source of API and working code samples is the free API-Guide, downloadable from allapi.net.
For you're base API information, if you're still using the ApiViewer it's a bit out of date - I would recommend the brilliant ApiViewer 2004 which supports syntax highlighting and other languages among other things - get it from the same site!
However the authoritative guide is MSDN - if you don't have the Windows SDK you can get it at msdn.com
