Radio/Band Signal Receiver/Transmitter

So this is probably more to the Electrical Engineers and the Radio Buffs in our group. I'm looking for a type of hardware that can pick up radio waves and I don't mean just AM/FM signals, just any type of wave that could be picked up. An Application for this would be you are setting up a wireless network and for some reason you can't get a good signal. So you have this application run and it picks up signals coming from a two way radio someone is using. I'd like to be able to listen to (I don't mean listen to that specific signal, I mean that it can pick up and display) all frequencies. For example, I'd like to be able to pick up TV, AM/FM Radio, CB, Police Radios, etc. I'd like it to also be able to pick up digital and analog signals. Does anyone know of a device that can do this or work as an antenna and then transfer the signal to a program somehow and the program analyzes it?
If something like this does exist, does anyone know of one that can transmit as well? I know that transmitting would get the FCC Involved with certain applications and that would be taken into consideration if the hardware does exists.

A Future thing for this would be setting up my own Wireless network that uses it's own specs to run and not 802.11 A/B/G or N.
