Your prices seem somewhat high to me, but if each page is high quality and your customers business improves because of it, it is probably worth it to them. I would charge what you do for static pages, except I always add a cms of some sort.
If they are hiring for a static page, chances are even editing the html now and then is beyond what they can or want to do, so with no easy automatic way for them to update the content, that page is gonna turn into a never ending series of update requests for you. $10,000 is ridiculous for most basic sites, but not that expensive if its a full fledged web application.
Of course many people hiring you for static pages have no clue what goes into one, so its up to you to judge what is fair or what you want to charge.
