The US is hardly unique in that. I experienced it in Australia, and have colleagues in several countries who experienced the same thing.
However, in the real world of jobs you're not quite correct. Sometimes you're turned loose to find a path that doesn't exist. Sometimes you're pointed at a path that doesn't take you to the required destination. My personal favourite is being turned loose with no defined path and no defined destination, with a large number of people who refuse to give any information but will later criticise any path you take and inform you -- after the fact -- that you have reached the wrong destination.
