I'd suggest keeping ASP.Net in the back of your mind because it is a very useful programming language.

PHP Video Tutorials website is a great spot to start on PHP. (ignore the apps that he uses, go find one that works for you, unless what he uses works for you)
Covers the bare essentials, Hasn't been an update in a while, but the basis of what is shown is still valid.

Read about:
HTML
CSS
JavaScript

PHP
Ruby/Ruby on Rails
and ASP, Perl, Python(if you really want to... just trying to make the list unbiased/more complete)

And do definitely look up databases, there's at least a few out there.
Some to check out are:
MySQL
PostgreSQL
MSSQL(if you really want to.... just trying to make the list unbiased/more complete)

Also, you may want to look up XML, XHTML, and possibly Ajax.

read tutorials from sites like www.w3schools.com and many other found on the net

read code, sourceforge.net, planet-source-code.com, etc. there's plenty of places to find code to look at.

TRY IT, Probably the best way to learn is by doing.


As far as IDE's go... it's whatever feels right to you, my favorite for a while was PHP designer or some shit, then I found Komodo IDE made by ActiveState(namethiefs), it loaded faster and just seemed to be less annoying and more helpfull than PHP Designer - it's all preference.
