Yeah, I know that wizard. So I'm trying to get it to look at the database, before windows loads, so it can determine if it is stolen or not. Then if it is, I am goin to have it disable CD drive and Floppy drive, soit cant be formatted. Even if I can get it to run before the login screen loads, that would be great.

What if they turn off the NIC? The only way I see this could work is if you created custom hardware which would check the status when the laptop gets turned on. Also how are you going to get it to connect to the internet? Are you providing free connection which can be accessed from everywhere?

With the whole disabling of the drives that would be in the BIOS and you'd have to do even more research on how to be able to write to the BIOS Ram and then the ROM because if you just write to the RAM then they can pull the battery. I just want to say Chances are you will never have a full proof plan on how to find stolen laptops, it just doesn't work. The reason is a computer is so easily changeable. Let's say you do change the Hardware, they can always reload new firmware. With the OS the CD key is usually on the bottom, so they can just reload it. It's to simple to cover up a stolen laptop unless you are looking at the serial numbers.
