If it is a website from the beginning or an addin such as an Admin panel to have all the text on the pages managed through a database, I change per project. That way it give the benefit to the client. Then again I just started a year ago and can be slow sometimes. If you want to "charge by the hour" then think of how many hours it will take you, and then come up with a price for that and be like, "It will be $xx total and it will take me Y amount of days". If you get stuck and you can't remember how to do something, should you be the one that loses money or the Client?
