could one state this:

immutable parameters (like numbers, tuples and strings) and mutable
parameters (like lists, dictionaries) are all passed by reference

immutable objects cannot be changed and act like they are passed
by value

mutable objects can change and will feed back to the caller
unless you make a temporary true copy within the function
