Question Can I do a site like this myself?

I am trying to create a website almost exactly like this one http://www.apartmentratings.com/ except that it will be for something else. I want users to be able to rate something from anyplace in the country by posting comments and having a average rating displayed.(Like this: http://www.apartmentratings.com/rate...ay-Square.html) Maybe even have user accounts. How hard will this be to create and get going? How much would it cost to have done if I made the logos and graphics for the page and set all that up myself? Thanks.

You should post this in the Job Offers forum unless you want to post specific questions regarding an implementation. In that case, post some specifc information and your implementation attempts, along with the questions.

Ok. Well I want the forums to be like they are on that website. Not like a normal forum where you have a central board with threads. Individual ones for each apt that are posted and viewed directly to that page. So which one of these opensource packages would do that if any? http://www.opensourcescripts.com/dir...s_,038_Forums/

That's not a forum in the sense that those ones you linked to are.
