Adding Programs To Run in Safe Mode at Start up

As many of you know who have booted into safe mode the only services that run are for the bare minimal. I was wondering if there was a way to add a program to run even at the Safe Mode Start Up. So say I want Calc.exe to run whenever someone boots to safe mode on my computer, how would I go about doing that do you think? The operating systems I need this for are Windows 2000 Pro and XP Pro. Thanks!

Not that I like to use Windows but I think you're missing the point of actually using safe mode in the first place.

I would be suprised if you could add more programs to startup in safe mode. It defeats the purpose.

Yes, you can. The most sophisticated malware writers do it frequently.

One reason, aside from destruction, is to monitor the actions of the user without the user's knowledge. One can argue the underlying morality of that from now until the cows come home, same as religion or politics. It's my machine and my employee, and the employee is drawing a paycheck from my funds? Of course I have the right. Personally, I prefer to think that I can judge the employee by other, more social, means and not hire a cheat in the first place. On the other hand, maybe I SHOULD put a video cam in the women's restroom. You never know what those beaches are gonna get up to in there.
