It looks to me though you have to use VB.NET, C# or just plain old C++ for directX 9. For VB 6 you'll need the directx 8.1 SDK, however, microskank (M$) has discontinued the download at there site. The difference between just DirectX and the DirectX SDK, is that DirectX is just for running programs, and the SDK is for building games with. Also, you might want to look at OpenGL which is another SDK (Software Development Kit) for graphics.
