You're probably thinking of the .NET libraries. Visual C++ itself is simply an IDE. But yes, the .NET libraries also have some use for making GUIs quickly.

If you're going to use the good old Win32 api for Windows, you'll probably find Microsoft's library good, with stuff like how-to-use, reference etc.

I also recommend Win32, or the .Net GUI libraries for ease of use. Win32 would be better if you plan on getting into DirectX.

Not much stopping you using Managed DirectX in .net. Slight performace hit perhaps but not like you are writing bleeding edge graphics stuff any way. The System.Windows.Forms namespace is very well designed if you ask me. But if you want to write in C or C++ Win32 or some toolkit is you only option.

I love the Windows A.P.I. ... It's so cool. But other people say bad things about it. BTW you should try Peltzoid's book. Also, you might want to jump around in it if you do. He introduces some of the advanced topics first actually (not right away but...)

Maybe they don't like the Windows api because it only works on Windows, like the name say.
Many people use crossplatform api's like Qt, etc.
