You dont need Windows Server 2000/2003 to run as a web server. Windows XP or 2000 would do. Why spend 3 times as much on a Server licence when you can get XP Pro(or home if you dont want to use IIS) to run IIS or apache.

Windows Server is quite complecated to get running. With windows xp/2K just disable all the services you dont need running in the background. Install a good firewall to keep unwanted people out. Make sure you have all the security patches from MS installed.

Price isn't an issue, I have already said, I have tons and tons of liscences just sitting around the house from computers I have bought from offices, friends, and garage sales. I quite possibly have at least one of every key from every version of windows ever made.
However, difficulty is, and It's being a bitch getting any version of windows to install on this thing. I've spent all day on it and I still don't have any results...

Oh, and there is no way in hell I would ever use IIS.

I'd personally recommend a minimal Linux distro, such as Arch Linux (my current favourite toy). Install, type this:

pacman -S apache php mysql

And configure. Sorted.

a_thing, nice page, but for the PHP section, you've got the package name wrong for Gentoo. Its dev-lang/php, and if you want mod_php, then you need USE="php" for the net-www/apache package.
