Framework
Is there any program I can compile a c# program in where the .net framework is not required in order for it to run?

There is a Linux (and Mac OSX I think) port of the .NET Framework (not actually made by Microsoft) called MonoDevelop. I haven't ever used it, only heard of it (I don't know C#), but I heard that it is fairly good. The only downside is that it is not very compatible with WinForms (or so I have heard.)
But, on Windows, I am not so sure. But, if you're on Windows, then why not use the .NET Framework? EDIT: Whoops, forgot a link: http://www.monodevelop.com/ |

Mono is the API; MonoDevelop is an IDE designed to be used with Mono, much like Visual C# is an IDE designed to assist you with building C# applications.
C# needs the .NET Framework to run - it's a language designed around the API. You can use Mono on Windows, but installing the official framework is a lot easier. Any specific reason you can't use it? |
