Simulating a Key press
Is there a way thru J/VBscript or ne other language to simulate a keypress
Like it would do the same thing as if the user pressed a button on the key board, like a pagedown, or Ctrl -r or tab or something like that |

You're question isn't clear enough. You can always unilaterally call some function that would be also be called if some key were pressed. If you're wanting to cause a condition such that it would appear to the system as a whole as if a key had been pressed, you're opening a whole other can of worms.
