Everytime i try to get my program to open a file, it says that it does not have permision?? How can i solve this, also how do i delete a file that a user specifies??

Windows XP Home, I am an admin, (my comp) but it's just being annoying i think, lol ot any idea how to delete files either

It's ok, i think i figured out why, when you open for example a text file, then close it, then try to delete it straight away, it comes up with an error, but i u leave it a while, it seams to be ok, this might just be coinsidence, but heh, workin ok-ish now.!!
