How to create a TV application ?

I tried to use the Microsoft Video Control (msvidctl.dll). Video is shown upside down. The documentation is not very helpful and it mentions something like "only Windows XP supported".
The application needs to run on Windows 98.
I don't want to use any non-free products such as third-party controls/libraries. I would like to use only components made by Microsoft that can be redistributed (to computers without an Intenet connection).

Apparently according to the winamp "nsdn" some older microsoft encoders flip the y-coordinates but not all of them. In fact quite a lot of open source media players like guliverkli (media player classic) incorporate an option to re-flip video vertically. It depends on what codec you're using - try a variety including mpeg 1 and 2 and uncompressed avi

Do you have a snipit of code? I have seen this issue b 4 and ill see if you have the same var problem.
