I used to use one called "PHP Designer" Or something like that, pretty nice and solid. Komodo IDE by ActiveState (Bastards stole my name) beats it though IMO (unfree though)

Are you going to use this free tool to make money? Just curious.

Is a PHP IDE necessary? Just use a syntax highlighting text editor like Notepad++.

php IDE

Only php IDE. Code highlighting isn't enough. And how about outocomplete, navigation through the project?

And the most helpful - Debugger?! I can't imagine editor with these features.

That's why I prefer such php EDIs as Codelobster php Edition and Zend.

I suggest to try them:

Codelobster php Edition - www.codelobster.com

Zend - www.zend.com

apache is my php debugger. I use NotePad++ though I've used PHP Editor (http://www.dzsoft.com/php-editor.html) which is good but I didnt want to pay the price for something I could do easily in NotePad++

I use notepad++ for my php coding, it is free and very easy to use.
Zend is REALLY good too, but you will have to pay for it. You can get a trail version though.
I have heard of it, haven't used it, it's called Bluefish. http://bluefish.openoffice.nl/

@walker
I have used Komodo for perl and that was nice. It is not free, unless you are lucky enough to a get a student licence. Komodo does support PHP. It says so on thier home page.

you can look for plugins for free IDE's like Eclipse
