Looking for a flash designer to create a flash map of the USA with the following parameters:

1) Must be dynamic -- easy to update colors, rollover text, and url links from map through either PHP, Ruby, or XML of some sort. I don't know what Flash can do -- I just know the programming side.
2) Designer must support product following it's launch for at least one month.

With these things in mind, I need two maps:
1) States, no words on the states, just the borders. Rollover will have dynamic text.
2) Congressional district lines. As above, no words, just borders with dynamic rollovers.

This is not a rush job, but consideration will be given to cost, quality, and then time of delivery for final product. I am currently working on a very limited budget, so let that be known.
