If your computer freezes, but you still have access to the Task Manager, sometimes closing and re-starting explorer.exe works. (be careful with this though).

In XP, there is no way (in Windows) to clean out the Past Icons list in your Customize Notifictions dialog box. You can use CCleaner to clean this out, do it manually, or use PastIconsFlusher (one of my own projects) to clean it out.

If you have any hobbies on the pc that require storing a lot of files (Including source code, pictures, ahem... .fla files) Make a backup of your work periodically. Save any files that could not be replaced. And don't trust online storage. Remember, out there somewhere, the file is just being put onto another box and another hard drive that's just as likely to fail.
Good backup mediums are: CD/ DVDs, Flash memory, Tape (Though this method is not as reliable as others), an old hard drive that works but is not being used, and online storage (As I said before, I don't trust this method, so if using this one, also have another copy of the backup on another medium or another storage site).
Remember, it may seem like an unneccessary hassle now, but hard drives fail quite often. A completely crashed hard drive, or system memory wipe or a virus can be devastating when your life work is wiped away.

Suggestions for recovering lost files:
Files can't always be backed up, however, as your bound to have time periods in between backups. There are a few things you can do.
1) Freeze your hard drive. No I'm not joking. Just take out your hard drive, and drop it in the deep freezer for 20 minutes or so. Theres a good chance that your hard drive may come out fixed. I wouldn't trust this drive with any of these type of files again, so I would reserve it for gaming or something unimportant. I have absolutely no idea why this works, but it does.
2) Disk recovery tools. There's a godsend of an ISO file out there called Hiren's boot cd. I can't tell you how many times this thing has brought me away from tears in the past. There are several hard disk recovery tools on there that can retore your files. Just boot from cd, and try a couple of them. You'd be surprised.
3) Send it in for recovery. This is very costly and a huge hassle, but may be essential for very important files. You can send your hard disk in to the company or a third party that does this and they will take the disks out of your drive and recover the files for you. As I said, this is extremely expensive.

Hiren's Boot CD
Hiren's Boot CD is my lord and savior. It includes but is not limited to:
Partition Magic
Paragon Partition manager
A few disk recovery systems
Miniwindows (chopped down version of 3.1)
Several versions of DOS
AND MORE!!

Just download the ISO and burn it to CD. This is extremely useful for installing old windows versions onto computers with no floppy drives, and... and, I can't go on, but just take my word for it, this is the greatest thing. Ever. Period.

Don't ruin this thread. This has some potential.

To effectivly shut down 'explorer.exe' without restarting Windows goto Start > Shut down and hold CTRL+SHIFT+ALT and click "cancel".

It's basically the same as shutting down but without having to.

Well, if we define "permanently" to mean "until the next time you press that button again" and "delete" as "remove from volatile memory", then sure!

for the freezing hard drives: it might take more than 20 minutes. Mine didn't work after 30 minutes, but did work after 20 hours.

Another very handy ultility is pretty much any Linux live cd. I used the Gentoo minimal installation CD and it was able to copy my NTFS data onto another drive (destination was not NTFS). I don't know how well Knoppix supports NTFS, but I'd assume that at least reading works. Of course, knowing your way around a Linux system is required.
